MPROVEMENT OF DRUG PROVISION FOR PATIENTS WITH ORPHAN DISEASES ON THE BASIS OF THE RESULTS OF SWOT ANALYSIS

Introduction. Improving the quality and efficiency of preferential drug provision for patients with orphan diseases is the most important state social task that is under the close control of the health authorities and the pharmaceutical service of the subjects of the Russian Federation. Each subject of the Russian Federation has kept a personified account of patients with orphan diseases and defines a procedure to provide drug care. Objective: to assess the existing drug provision system for patients with orphan diseases in the subjects of the Southern Federal District (SFD). Material and methods. The investigators analyzed the questionnaires filled out by the staff of health management bodies involved in the drug provision of patients with orphan diseases, by the medical professionals working with this category of patients, and by the workers of regional clinical laboratories making a diagnosing an orphan disease. The investigation used SWOT (strengths, weaknesses, opportunities, and threats) analysis, content analysis, and graphical and sociological methods. Results. The investigators identified top 5 factors influencing the drug provision of patients with orphan diseases, which could estimate the situation within each subject and take into account external exposures that influence the studied processes. They attempted to determine the real relationship between opportunities and existing problems. Conclusion. Strategic directions for improving the drug provision of patients with orphan diseases could be defined during the investigation.
