Analysis of main indicators for implementing the essential drugs program for the population of the Samara Region

Introduction. In accordance with the current legislation, certain categories of citizens of the Russian Federation are guaranteed the right to preferential provision of medicines at the expense of the federal budget, which is an important component of state social assistance as a set of social services. Objective: to investigate the features of use of medicines by federal benefit recipients over the long term (in 2014 to 2016) in case of the Samara Region. Material and methods. The range of drugs dispensed to the population of the Samara Region within the framework of the essential drugs program (EDP) for 2014 to 2016 was studied. The investigation program involved the analysis of the structure of the drug range depending on the volume of financial costs; that of group pricing characteristics in accordance with the anatomical therapeutic chemical (ATC) classification; and that of the scope of use of drugs prescribed in accordance with the EDP in physical and monetary terms. The investigation used methods for comparative, retrospective, logical, graphical, and content analyses and a method for grouping the data according to the ATC classification. Results. The investigators analyzed the change in the key indicators of implementing the EDP (the volume of financial expenses on the program; average actual per capita costs of the drug purchased; the average cost the drug per prescription, etc.). Medicines affecting the digestive tract and metabolism, antitumor drugs and immunomodulators, and agents for the treatment of the nervous and respiratory systems were found to constitute a largest share of the total budget of the EDP in monetary terms. Drugs affecting the digestive tract and metabolism, agents for the treatment of cardiovascular system or nervous system diseases were ascertained to be dominant in the range of drugs established for federal benefit recipients in physical terms. Conclusion. The analysis of indicators for implementing the EDP over a number of years permits one to comparatively investigate the structure of costs for medicines and to justify methodological approaches to rationally spending the budgetary funds, to creating the program budget, and to predicting the future needs for medicines established for federal benefit recipients.
