Innovative transformation of Russia’s economy is needed as a systematic tool by which the state can further ensure national competitiveness and solve socioeconomic problems. However, it is very difficult to commission researches and engineering developments and to commercialize innovative ideas in the existing administrative system. The existing systemic and sectoral problems in the market launch of innovative drugs are identified and the necessity of making adjustments to the state innovation policy is proven. Ways to overcome the current situation are proposed.
