The pharmaceutical market of Saint Petersburg is traditionally one of the largest regional drug markets in Russia. Price level and trend in the commercial retail sector of the pharmaceutical markets of Saint Petersburg and Russia were comparatively analyzed. Average prices and the price index system including the indices of average prices, prices, and structural changes were used for the comparative analysis. The data of federal and regional agencies suggest that the average drug prices in Saint Petersburg are higher than those in Russia; the time course of price changes shows an inverse trend. It is found that there is a shift in consumers’ demand to expensive medicaments in Russia as whole while the consumers of Saint Petersburg prefer cheaper drugs.
